Cybersecurity Leadership

John Ramsey, VP and CISO, Information Security

John Ramsey

Vice President, Information Security and Chief Information Security Officer (CISO)

John Ramsey has served as the Clearinghouse’s Chief Information Security Officer (CISO) since 2017. Prior to the Clearinghouse, he served as the CISO for the U.S. House of Representatives and as the CISO for the Federal Retirement Thrift Investment Board. He also managed security operations for the Department of the Army and Department of State and was awarded the Bronze Star in Operation Desert Storm. He has a bachelor’s degree in Information Systems Management from the University of Maryland, a master’s degree in Information Systems Management from the University of Central Florida, and is a graduate of the Harvard Cybersecurity Executive Program.

Under his leadership, the Clearinghouse’s Cybersecurity team was selected as a Top 50 Information Security Team as part of the esteemed OnCon Icon Awards in 2025 and 2024. John Ramsey was named a recipient of the Top 100 CISOs award from CISOs Connect™ in 2025, 2024, and Hot Topics Global CISOs award in 2017.

Randy Vickers, Deputy Chief Information Security Officer (DCISO)

Senior Director, Deputy Chief Information Security

In his role as Senior Director, Deputy Chief Information Security, Randy Vickers serves as the second-in-command of the Clearinghouse’s Office of Cybersecurity. He supports the CISO by providing strategic leadership in the continuous evolution of our cybersecurity program. As the DCISO, he oversees the planning and management of significant multi-year cybersecurity initiatives impacting the Clearinghouse, and manages the organization’s incident response program and Cyber Operations team. Before joining the Clearinghouse, He was the CISO at the U.S. House of Representatives and retired from the Army as a Lieutenant Colonel in 2007. He holds a Bachelor of Arts from Texas A&M University and a Master of Science from the Naval Postgraduate School.

Lawrence “Larry” Brennan

Director, Enterprise Cybersecurity Architecture

Larry Brennan has been the Director of Enterprise Cybersecurity Architecture at the Clearinghouse since 2013. Prior to joining the Clearinghouse, he worked for ManTech and supported several federal agencies, including the Department of Education and the Library of Congress, where he led efforts to eradicate a nation-state cyber threat. He has worked in IT since 1990 and in cybersecurity since 1996, including launching the nation’s first online computer lending program with Apple. He holds a Bachelor of Science in Decision Sciences and a Master of Science in Information Systems from George Mason University.

Jerry Miller, Manager, Information Assurance

Manager, Information Assurance

Jerry Miller is the Manager of Information Assurance for the Clearinghouse, where he has worked since 2012. He began his career in Information Technology over 25 years ago and moved into cybersecurity in 2003. He has developed specialized expertise in the audit and compliance areas of information security. Prior to the Clearinghouse, he worked at a large multi-state law firm where he implemented security protocols that reduced risk and ensured compliance to protect systems processing over six billion dollars in financial data annually. He was also a government contractor assessing and authorizing systems. He has a Bachelor of Science in Management of Information Systems from University of Maryland University College.
