    Vice President, Cloud Architecture and Engineering

    I’m excited by the opportunity to modernize the Clearinghouse’s technology foundation and help shape the future of secure, scalable data services for the education and workforce communities and learners. With a focus on cloud innovation and agile engineering, I’m committed to advancing solutions to enable our digital transformation into a modernized data-as-a-service organization.

    As the Vice President of Cloud Architecture and Engineering, Mr. Owens’ role is pivotal in defining and executing the company’s technology vision. A seasoned senior technology executive, he has a distinguished track record leading large scale modernization, cloud transformation, and digital engineering initiatives across commercial and government organizations with global reach. His experience spans cloud architecture, agile/DevSecOps adoption, software architecture and engineering, leadership, big data platforms, and organizational turnaround. Drawing on his extensive executive experience, he guides architectural decisions, software development practices, data pipeline strategies, and microservices development at the Clearinghouse. 

     Before joining the Clearinghouse, Mr. Owens led product development at CGI Federal, supporting innovative solutions aligned with federal strategies and mission success. There he oversaw the development of CGI Federal’s IP, including Momentum, Sunflower, and Atlas360. Prior to CGI, he served as the Chief Information Officer for the U.S. Patent and Trademark Office where he championed agile and DevOps practices, resulting in citizen-centric IT solutions and agile responses to technological changes. Mr. Owens also served in senior technology and leadership roles at AOL LLC, E-Systems, and GE Consulting for GE Aerospace.  

    Mr. Owens holds an MBA in Technology Management from the University of Phoenix and a BS in Computer Science from Clarkson University.
