In June 2018, the National Student Loan Data System (NSLDS) made a logic change that requires a response to each program that appears on a student’s record on their Enrollment Roster inquiry. As a result of the NSLDS change, there was a dramatic increase in the number of NSLDS SSCR Error Code 75s on many schools’ NSLDS Error Reports. The National Student Clearinghouse immediately began developing a solution during the summer, which we deployed on December 19, 2018.
Due to the NSLDS logic change, if a response isn’t received for each program of enrollment requested via the NSLDS SSCR Roster, NSLDS flags the record with an Error Code 75. The Clearinghouse solution provides a response to every program in the NSLDS roster, in order to prevent Error Code 75s.
Since the implementation of our Error Code 75 solution, previously uncommon error types (Error Codes 22, 66 and 67) are being generated in large quantities for some schools. This is primarily due to one or both of the following reasons:
- NSLDS is including invalid data on rosters to which we are responding using our new SSCR Error Code 75 solution. Because our new solution responds back to each program on the roster, invalid data from NSLDS is being returned to NSLDS in the same manner it was received. Essentially, NSLDS is not accepting its own data and is instead flagging it with an error code, most commonly Error Codes 66 and 67.
- NSLDS is not accepting a “Z” (record not found) status as a response for students for whom data was reported by the Clearinghouse prior to the December 19th implementation of our SSCR Error Code 75 solution. This is showing up as an Error Code 22 (sometimes in combination with an Error Code 75).
Definitions and Resolutions for Error Codes 22, 66 and 67 |

22 |
Enrollment Status Code: NSLDS will not accept an enrollment status of “Z” if a previously reported student enrollment record already exists for the student at your school. Typically, this error occurs when NSLDS has data that predates your school’s participation with the Clearinghouse. |
66 |
Student Begin Program Date: The student’s Program Begin Date must be a valid date that is less than or equal to the Program Effective Date. |
67 |
Special Programs Indicator: The Special Programs Indicator is invalid. Valid codes are “A,” “B,” “U,” “N,” “P,” “T.” Additionally, if the Special Program is:

What the Clearinghouse is Doing
The Clearinghouse has reached out to our contacts at NSLDS and Federal Student Aid (FSA) for guidance on how schools and the Clearinghouse should respond to invalid data that NSLDS is including on the roster. Because SSCR Error Corrections are time- sensitive, we are pressing our contacts for a response as soon as possible.
Action Steps You Can Take
- If you see Error Code 66s and 67s, we strongly encourage you to reach out to NSLDS directly by opening a service ticket with them to request that they resolve these particular issues.
- You can contact NSLDS at 1.800.999.8219. Please note, FSA has stated that the government shutdown should not impact their and NSLDS’s ability to service inquiries.
- Please retain the NSLDS ticket number for future reference, especially in the instance that NSLDS does not provide an answer within the 10 day requirement to resolve the NSLDS SSCR Roster Error(s).
Since the erroneous data is originating at NSLDS and at this time schools have no control over it or the resolution, we encourage you to focus on resolving other SSCR errors. As soon as additional information becomes available, we will share it with you.
Our Commitment to You
As your partner, the Clearinghouse is committed to supporting all your compliance and enrollment reporting needs, which includes regularly introducing innovations that reduce your work burden. For example, on your behalf, the Clearinghouse prevents and eliminates more than 6.5 million compliance-related errors and data discrepancies each year. We are equally committed to providing timely response, communications and guidance regarding NSLDS requirements and frequent changes, such as the sudden Error Code 75 logic change.
If you have any questions or need assistance, please contact the Clearinghouse at 703.742.4200 (select options #7, #2) or schoolops@studentclearinghouse.org.
